Olowa Signs Seven Bye-Laws in Ibeju-Lekki

 The Executive Chairman of Ibeju-Lekki Local Government Area, Hon. (Engr.) Abdullahi Sesan Olowa, has signed into law seven major bye-laws to strengthen governance, public safety, and administrative efficiency across the council.

Epe Insights reports that the bye-laws were passed by the Legislative Council in line with Section 7 and the Fourth Schedule of the 1999 Constitution of the Federal Republic of Nigeria (as amended), alongside relevant provisions of the Lagos State Local Government Administration Law.

The new laws cover road safety, market regulation, transport control, education support, urban planning, and residential documentation. They are designed to institutionalize order and align the fast-growing council with structured development standards.

The Encroachment on Road Setbacks Bye-Law No. 001/2025 addresses illegal structures obstructing public rights-of-way. It aims to enhance road safety and protect access for utilities and emergency services.

The Establishment of Ibeju-Lekki Local Government Scholarship Board Bye-Law No. 002/2025 creates a formal framework for bursaries and educational grants. The initiative reinforces youth development and academic advancement.

The Market Regulation Bye-Law No. 003/2025 (as amended) introduces improved coordination and compliance systems for approved markets. It also strengthens revenue administration.

Under Bye-Law No. 004/2025, the Road Management Office will oversee traffic flow, illegal parking, and heavy-duty vehicle control. This measure seeks to reduce congestion and public disruptions.

The Okada Motorcycle and Tricycle Regulation Bye-Law No. 005/2025 mandates registration and compliance standards for commercial operators. The goal is to improve safety and accountability.

The Street Naming Regulation Bye-Law No. 006/2025 (as amended) enhances urban planning through proper street identification and digital house numbering. Meanwhile, the Proof of Residential Address Bye-Law No. 007/2025 introduces a standardized verification system to support security coordination and service delivery.

Hon. Olowa described the assent as a strategic governance intervention. He commended the Legislative Council and pledged effective implementation as Ibeju-Lekki consolidates its position as a structured and forward-looking economic corridor in Lagos State.
