The Executive Chairman of Ibeju-Lekki Local Government, Hon. Abdullahi Sesan Olowa, has signed into law seven strategic bye-laws to strengthen governance, public safety, revenue administration, and human capital development across the council area.
Epe Insights reports that the bye-laws were passed by the Legislative Council in accordance with Section 7 and the Fourth Schedule of the 1999 Constitution of the Federal Republic of Nigeria (as amended), alongside relevant provisions of the Lagos State Local Government Administration Law.
The newly enacted laws are designed to institutionalise order and promote structured growth within the rapidly expanding local government.
Encroachment on Road Setbacks Bye-Law No. 001/2025 addresses unauthorised structures obstructing public rights-of-way. It seeks to improve road safety and protect access for emergency and utility services.

The Establishment of Ibeju-Lekki Local Government Scholarship Board Bye-Law No. 002/2025 creates a formal framework for bursaries and educational grants. The law strengthens support for youth development and academic excellence.
The Market Regulation Bye-Law No. 003/2025 (as amended) provides a clearer administrative and compliance structure for approved markets. It also enhances revenue coordination and trader accountability.

Bye-Law No. 004/2025 establishes the Ibeju-Lekki Road Management Office to oversee traffic control, illegal parking, and heavy-duty vehicle regulation.
The Okada Motorcycle and Tricycle Regulation Bye-Law No. 005/2025 introduces registration and operational standards for commercial operators to improve safety and monitoring.
The Street Naming Regulation Bye-Law No. 006/2025 (as amended) strengthens urban planning through proper street identification and documentation.

Meanwhile, the Proof of Residential Address Bye-Law No. 007/2025 introduces a standardized verification system to support security coordination and efficient public service delivery.
Hon. Olowa described the assent as a major governance milestone aimed at aligning Ibeju-Lekki with global standards of urban development. He reaffirmed his administration’s commitment to effective implementation.
