The Lagos State Materials Testing Laboratory Agency (LSMTL) is strengthening its regulatory processes in an effort to curb subpar services and ensure greater safety standards in the construction industry.

EpeInsights learnt that during a key training session held on Wednesday at the Lagos State Public Works Corporation Hall, the agency rolled out a revamped strategy aimed at addressing the growing concerns of quackery and unprofessionalism in materials testing.

The forum, attended by non-technical consultants, zonal directors, and key compliance officers, was part of a broader initiative to enhance the integrity of the materials testing process across Lagos State.

The General Manager of LSMTL, Engr. Olayinka Abdul, delivered the keynote address, emphasizing the importance of adopting technology-driven strategies to combat mediocrity and ensure timely, accurate testing.

Represented by Builder Ajayi Olufemi Saheed, the Monitoring and Compliance Zonal Director for Lagos Island/Lagos Mainland Division, Engr. Abdul outlined the agency’s commitment to eliminating inefficiencies and empowering stakeholders.

“We have deployed personalized strategies to curb the activities of imposters and foster professionalism in serving statutory notices for materials testing,” she explained.

One of the significant changes is the introduction of a centralized database linking LSMTL with the Lagos State Building Control Agency (LABSCA), Ministry of Physical Planning, and Permit Authority.

The new system will allow notices to be sent via email and WhatsApp, facilitating real-time tracking of compliance and improving communication with clients.

“The new system will eliminate delays associated with physical service of notices and ensure a smoother, more efficient process,” Engr. Abdul stated.

He added that any defaulters who ignore the notices will face severe sanctions, including site closures, demolitions, and legal prosecution in line with the Lagos State Urban and Regional Planning Law.

The meeting also saw insights from Mr. Kunle Adebote, the Monitoring and Compliance Zonal Director for the Ibeju-Lekki and Eti-Osa Division, who reinforced the importance of clear and civil communication when serving notices.

“This forum enables you to understand the protocols for interacting with clients and ensuring they comply with safety guidelines laid out by LSMTL,” Adebote said.

“Your role is to educate and guide them to avoid hazards and ensure the safety of their projects.”

Additionally, Mr. Damilare Iyaomolere, Head of the Consultant Relations Unit, emphasized that the submission of architectural drawings along with the notices is crucial for proper testing.

“By submitting detailed plans, we can ensure that necessary tests are conducted, guaranteeing that buildings stand the test of time,” Iyaomolere explained.

The Lagos State Government, under the leadership of Governor Babajide Sanwo-Olu, has made it clear that the safety of residents is a top priority.

Engr. Abdul concluded, “We are committed to achieving a safer, more sustainable Lagos, and this initiative is a key step toward that goal.”
