The Lagos State Physical Planning Permit Authority (LASPPPA) has issued a stern warning following a disturbing rise in the number of residents occupying buildings still under construction.
EpeInsights reports that the agency described the practice as both illegal and life-threatening.
Tpl. Olarinde Iyiola, Director of Monitoring and Compliance at LASPPPA, sounded the alarm during a routine enforcement operation by the agency’s Monitoring and Compliance Unit.
He revealed that some occupants even resisted officials’ attempts to seal off unsafe structures, claiming they had already moved in.
“It’s shocking and highly unsafe, living in buildings that are still under construction is not just against the law, it’s a gamble with lives. People are exposing themselves and their families to hazards like falling debris, unstable scaffolding, exposed wiring and other construction-related dangers.” Iyiola stated.
According to him, these environments are especially perilous for children who may innocently come into contact with sharp tools or unsafe materials.
He also highlighted that early occupation compromises the structural integrity of buildings and delays project timelines, increasing costs for developers.
Most of the buildings in question, he noted, lack the required permits and approvals for habitation a clear violation of the Lagos State Urban and Regional Planning and Development Law.
“Occupying or renting out uncompleted structures is illegal and will attract stiff legal penalties,” he warned, adding that LASPPPA is ramping up enforcement to ensure Lagos develops in a safe, orderly manner.
The Authority urged landlords, developers, and community leaders to discourage the growing trend and instead support government efforts to uphold physical planning regulations.
