The Executive Chairman of Ibeju-Lekki Local Government, Hon. (Engr.) Abdullahi Sesan Olowa, on December 9, 2025, formally presented the 2026 Appropriation Bill, tagged Budget of Renewed and Resilient Development, at the Legislative Council Chamber.
Epe Insights reports that the budget presentation was attended by traditional rulers, community leaders, key stakeholders, and legislators, marking a major milestone in the council’s push for sustainable growth and inclusive governance.
In his welcome address, the Leader of the 10th Legislative Council, Hon. Olayinka Mojeed Oluwafemi, praised the Chairman for his impactful leadership. He highlighted recent achievements, including the commissioning of the Administrative Secretariat, the Legislative Building, PHC upgrades, school renovations, and the N100,000 conditional cash transfers to vulnerable residents.
He stated that the 2026 fiscal plan aligns with the SHIEELD Agenda and the Lagos State T.H.E.M.E.S.+ Agenda, emphasising infrastructure expansion, improved security, stronger health services, enhanced education, social welfare, and participatory governance.
During the presentation, Chairman Olowa described the proposed budget of N15,172,250,000 as a forward-looking financial roadmap crafted to support the needs of Ibeju-Lekki—one of Lagos’s fastest-growing regions. He stressed the need for resilient infrastructure and improved public services to keep pace with ongoing development.
He reviewed key achievements in 2025, including PHC upgrades in Solu Alade and Arapagi, school rehabilitation projects, the Lakowe–Losoro Link Road construction, environmental management enhancements, and conditional cash transfers to 4,000 residents.
The 2026 budget is structured around the SHIEELD pillars: Security, Health, Infrastructure, Education, Environmental Sustainability, Local Economy, and Digital Governance. Major allocations include N5.53bn for Security and Public Services, N3.77bn for Infrastructure, N1.31bn for Education, N770m for Health, N730m for Environmental Sustainability, N460m for Local Economic initiatives, and N2.6bn for Digital Governance and Civic Participation.
Head of Planning and Budgeting, Mrs Senami Oluwakemi Avose, described the 2026 budget as historic, noting that for the first time, the council will fund over N1.4bn of the budget from Internally Generated Revenue. She emphasised intensified efforts to strengthen revenue operations and deepen financial sustainability.
She added that security remains a top priority, with the council set to equip and train partnering security agencies for improved crime detection and prevention.
The event drew strong support from traditional rulers, chiefs, community stakeholders, and guests, who commended the administration’s structured approach to governance and long-term development planning.
Chairman Olowa reaffirmed his commitment to transparency, accountability, and strategic growth, assuring residents that the 2026 budget is tailored to position Ibeju-Lekki for sustainable progress and long-term resilience.
