Lagos Unveils Ambitious Plan to Generate 6 Gigawatts of Clean Energy in Three Years

The Lagos State Government has set an ambitious target to generate 6 gigawatts of electricity within the next three years, marking a significant step toward energy independence and economic transformation.

EpeInsightsreports that the announcement was made on Tuesday at the Lagos Electricity Market Summit, where Governor Babajide Sanwo-Olu unveiled the state’s clean energy roadmap to an audience of investors, regulators, and industry stakeholders.

The initiative follows the signing of the Lagos State Electricity Law last December, which provides a legal framework for private sector participation in electricity generation and distribution. The law has paved the way for a more decentralised, investor-friendly electricity market.

To meet its 6GW goal, Lagos is inviting Expressions of Interest (EOIs) for gas-fired, grid-scale solar, and captive power generation projects. Additionally, the State plans to retrofit 22,000 streetlights with energy-efficient alternatives to reduce pressure on the main grid and promote sustainability.

Declaring the summit open, Governor Sanwo-Olu emphasized the urgent need for independent power sources to support a round-the-clock economy. He identified three key focus areas—energy diversification, grid modernization, and regulatory reform—as pillars of Lagos’s 2030 Energy Vision.

“This new journey has a clear destination—to drastically reduce, if not eliminate, our dependence on the national grid,” Sanwo-Olu said. “To get there, we must double our efforts. This summit is a catalyst, creating space for collaboration, knowledge-sharing, and practical steps toward our energy goals.”

He added: “Reliable energy is fundamental to economic expansion. It will drive industrial growth, empower small businesses, and improve livelihoods. By reducing the amount spent by households and businesses on self-generated power, we can redirect those resources into productive economic activities.”

As part of ongoing reforms, Lagos has established the Lagos Electricity Regulatory Commission and an Independent System Operator to oversee licensing, compliance, and field operations.

These measures aim to stabilize power distribution and attract investments into the energy sector.

“We are building a smart, resilient megacity where no home is left in darkness,” the Governor noted. “Achieving universal access to energy will require strong partnerships across government, private sector, civil society, and the media.”

Commissioner for Energy and Mineral Resources, Mr. Abiodun Ogunleye, highlighted that the state has revamped its Integrated Resource Plan (IRP) and received executive approval to roll out the Lagos Gas Master Plan, aligning with its clean energy objectives.

“Our goal is a Lagos where entrepreneurs, artisans, students, and families can thrive—powered by clean, reliable, and affordable electricity,” Ogunleye said.

The three-day summit, themed “Journey to Energy for All,” is taking place at the Oriental Hotel, Victoria Island.
