Hon. (Engr.) Abdullahi Sesan Olowa, Executive Chairman of Ibeju-Lekki Local Government Area and Chairman of the Conference 57 League of Chairmen, has participated in a World Bank-supported capacity development programme for LGAs and LCDAs in Lagos State.

Epe Insights reports that the high-level workshop focused on the adoption and implementation of the National Chart of Accounts (NCOA) and standardised Budget Classification frameworks across local governments.

The programme was organised in collaboration with relevant state and federal agencies as part of ongoing efforts to strengthen public financial management at the grassroots level.

Sessions at the workshop centred on improving fiscal discipline, transparency, and accountability, while ensuring uniform financial reporting and effective resource allocation across all tiers of government.

Participants were exposed to expert-led presentations on the structure and coding systems of the NCOA, budget performance reporting, and compliance with guidelines of the Fiscal Responsibility Commission.

The training also covered integration with the Integrated Payroll and Personnel Information System (IPPIS), aimed at improving payroll management and reducing financial leakages at the local government level.

Interactive discussions, case studies, and practical exercises formed a key part of the programme, allowing participants to address implementation challenges commonly faced by Nigerian local governments.

Hon. Olowa’s participation underscored his administration’s commitment to financial transparency, prudent budgeting, and improved service delivery in Ibeju-Lekki and across Lagos State.

The capacity development initiative forms part of broader reforms supported by the World Bank to modernise financial governance in sub-national governments through technical assistance and knowledge sharing.

Stakeholders described the programme as timely and critical to strengthening institutional capacity and promoting sustainable grassroots development across Lagos LGAs and LCDAs.
