Engr. Abdullahi Sesan Olowa actively participated in a public sensitization session on the Human Capital Opportunities for Prosperity and Equity (HOPE) Programme, highlighting community engagement, transparency, and accountability in its implementation.
Epe Insights reports that the session emphasized the programme’s focus on improving education, healthcare, and governance to enhance the quality of life for Lagos residents.
Participants were briefed on achievements and ongoing initiatives under HOPE.
In education, every early-year public primary school pupil now has access to literacy and numeracy textbooks, while over 12,000 teachers utilize a mentoring platform to improve instructional quality.

Free learning materials and an e-learning platform have also been introduced for junior secondary school students.
Healthcare improvements include upgraded primary care facilities and the deployment of 3,600 health workers to underserved areas, ensuring better-equipped centres and more reliable services for families.
On governance, the programme strengthens transparency and accountability at the local government level through enhanced training, improved budgeting systems, and more efficient service delivery.

Chairman Olowa stressed that the results of HOPE reflect careful planning and consistent effort, highlighting the programme’s role in delivering tangible benefits to communities across Lagos State.
The sensitization also aimed to foster active participation from residents, ensuring that they understand how the programme operates and can contribute to its success.

Attendees were encouraged to share feedback, engage with local authorities, and support initiatives that promote equitable access to education, healthcare, and effective governance.
The event concluded with a reaffirmation of the council’s commitment to inclusive, people-centered development and sustained improvements in the everyday lives of Lagosians.
