The Lagos State Government, in collaboration with the Presidential Enabling Business Environment Council (PEBEC), has reaffirmed its commitment to making the state a haven for thriving businesses through deliberate and sustained reforms.

EpeInsights learnt that this assurance was given during the Lagos edition of the State Action on Business Enabling Reforms (SABER) Technical Session and Statewide Townhall Meeting, held on Monday, June 23, 2025, at Ikeja.

The event brought together key players from the public and private sectors to strengthen partnerships and discuss strategies for creating a more conducive business environment.

Speaking at the session, the Honourable Commissioner for Commerce, Cooperatives, Trade and Investment (MCCTI), Mrs. Folashade Ambrose Bada, highlighted Lagos’ proactive response to reform-driven frameworks such as SABER.

She described Lagos as a state that understands the importance of institutionalizing reform beyond potential.

“Reforms must be constructed upon policy clarity, infrastructure readiness, regulatory transparency, and above all, unwavering public-private cooperation,” the Commissioner said.

“Lagos has embraced the SABER framework, not just as a compliance requirement, but as a transformative tool for governance reform, private sector engagement, and economic inclusion.”

According to Ambrose Bada, the state’s ongoing reforms align closely with key strategic plans like the Lagos State Industrial Policy (LSIP 2025–2030), the THEMES+ agenda of Governor Babajide Sanwo-Olu’s administration and the long-term Lagos State Development Plan (LSDP) 2052.

She explained that under the LSIP, Lagos aims to increase the contribution of manufacturing to 30% of the state’s GDP by 2030. Meanwhile, the LSDP 2052 envisions a $250 billion economy driven by infrastructure, innovation and human capital development.

“Our reforms under SABER are not only integrated into these strategic blueprints—they are fast-tracking their execution,” she added.

Also speaking at the event, the Director-General of PEBEC, Princess Zahrah Mustapha Audu, noted that a state’s regulatory environment significantly impacts how businesses operate.

She emphasized that the SABER programme is a collaborative platform to help states like Lagos refine their policies to better serve entrepreneurs, SMEs, and investors.

“The goal of PEBEC is to work with the states to ensure all hands are on deck in supporting the administration of President Bola Ahmed Tinubu to foster a business environment that drives innovation, growth, and opportunity,” she said.

The townhall provided an opportunity for feedback from business owners, investors, and policy implementers, all of whom underscored the need for continuous engagement and responsive governance to keep the reform momentum alive.

As Lagos continues to position itself as Nigeria’s commercial nerve centre, stakeholders say that initiatives like SABER will be vital to unlocking the state’s full economic potential especially for young entrepreneurs and the MSME sector that form the backbone of job creation and innovation.
